These are best bought in bulk and have HFE of 120 to 200 with a bump in the 160s. Less than 10% are seriously leaky. Of the rest, 95% leak under 300 microamps. All measurements by the "Bare Bones" method: Normal room temp, 9 Volts C-E, 9 microamps into the base.
